The latest update that the iPad Air 2 can receive is iPadOS 15.8.2. Due to its outdated hardware, it cannot update to iPadOS 16.

First of all, welcome, and I’m sorry to tell you that your iPad the latest version that supports is the one you have 15.2.8, it is a device with a time and will not support more software. And you can’t do more due to the requirements required by IOS 16 and later.
