Apple no longer releases beta profiles, you can now use your Apple ID to receive iOS beta.
With the iOS 16.4 and iPadOS 16.4 betas, those who are enrolled in Apple’s developer program are able to turn on developer betas directly from the Software Update section in the Settings app.

iPhone 7 cannot update to iOS 17; the latest version it can receive is iOS 15.8.2.
Because your device has outdated hardware, it cannot receive further updates.
