Received new IPAD Pro which updated to 17. Old IPad Pro is on 18.  
Should I update new IPad Pro to 18 beta and will that allow me to transfer data from old device?

Yes, an iPadOS 18 backup will be compatible with iPadOS 18.1 Beta.
